People who are underage and need to focus on school other then pregnancy should be allowed to have an abortion becuase underage kids or teenagers have not fully matured yet and they shouldn't pay in the future for the dumb decisions they made when they were kids. Victims of rape will be allowed to abort if they become pregnant because it was against their will and it wasn't their fault they became pregnant. No abortion is allowed at all because some people consider it a form of murder. Allow abortion but enforce pro abstinence sex ed. classes in schools this would inform kids the importance of sex before marraige and the cost/problems that come with pregnancy when not prepared . Promote more birth control practices through commercials.

The Democrats would agree with the part of the law that gives the mother a choice to have abortion in the first trimester the, and the Republicans would agree with no abortion after first trimester because after the first trimester the process of abortion gets ugly. Our group believes this bill will succeed because both sides can come to an agreement. Our bill will be implemented by the Department of Health and Human Services because they deal with protecting the health of all Americans and providing essential human services such as abortion. The consequences of breaking this law will be fines of up to $1,000 for individual having the abortion and $10,000 for Hospital or Medical practitioner that performs the abortion. If an institution is found breaking this law again the doctor may face up to 5 years in jail. Reasons for harshness of consequences are because after the first trimester we consider abortion a form of murder.
